More than 220,000 cell sites are located across the United States. Tens of thousands of these sites are located on government property.
On average, the up-front cash payment for a site is $100,000 or more. Assuming the median income of a government employee is $30,000-35,000, this means that the typical lease prepayment can save about 3 government jobs this year. A city that owns 10 cell sites could save, at minimum, 30 jobs that would have otherwise been lost due to budget cuts. The probability of achieving this result is greatly enhanced by the willingness of WIP to "monetize" site leases with virtually every major wireless carrier or tower company.
